The state board does NOT issue any kind of visa or legal status. If you are here working, I assume that you have a nonimmigrant visa . The only way to change it to an immigrant status is through the USCIS, no other entity can change your status, but the USCIS.
The process is not automatical you have to be eligible, fill out many forms, pay the fees and wait in line like the rest of us.
There are 2 types of visas immigrant and nonimmigrant. An immigrant visa holder plans to live and work in the USA permanently. A nonimmigrant plans to stay in the country for certain period of time and then return to his/her native country.
You came here to work so I assume that you have a nonimmigrant status meaning thay you plan to go back to your country when your employer does not require of your services anymore. If you want to change to an immigrant status do it throught the USCIS.

If you have a visa you are a legal immigrant. Passing a test doesn't right away make you a legal immigrant. You need a visa or green card.
