What could be circumstances of not registering for a course this semester?

Everything is fine as long as he applied while being in legal status. He applied in December while being a student so he did not fall into the "out of status". Right now he is an applicant for the residency, which is also a legal status ( I am in the same position)
As an applicant you do not have to attend school for 12 credits, if you want you do not have to go to school at all.
You are NOT allowed to work until you have the Work permit in your hands.
Ask the school about it, my advisor told me that information and then an immigration consultant told me that applicants are in legal status while their application are reviewed.
BTW, what are the "grace of credits"?

I'm not sure, but I think this situation is scrutinized by the Dept. of Honeland Security. I can't offer any insightful advice, but I would be concerned for your friend's situation.
since he's married to a U.S. citizen, he should get automatic residency.. sure theres plenty of paperwork and mess, but I know it can be done cause I have some relatives that did that (from India) .. and so go to the immigration office and they should help you out
"Applicant for residency" doesn't seem to be a 'legal status' from the press reports I read about people going to immigration thinking they are picking up their green card, only to be deported.
I believe that you have to leave if you don't get legal status, or you become an illegal immigrant.
All that aside, I would be very concerned if your friend did not show up for classes. Remember those 11 Egyptians who came over on student visas and didn't report to the University? They were caught within a week. They now have 10 year bans, as I understand it.
Several of the 9/11 terrorists were 'out of status students' and the tracking system for THAT program is very tight.

Situation is Simple and it seems there is nothing to worry about.
He applied for GC. That makes his status here "Pending Adjustment of status". His F-1 status is VOID. He has to get his work permit within 3 months, If not he can make INFOPASS appointment to USCIS office and get temporary permit for 270 days.
The fact that his F-1 status is VOID as of now, is important to know, if he travels outside US. If he will try to come back using F-1 visa, with his marriage application pending, he will be denied antrance and possible receive deportation stamp (It differce), and that would be a big mess. Just a comment.
