A good question. I have no cite for anything I'm saying, but I'll take a stab.
You end up with a polarized culture that chokes on its own disenfranchisement and both fears and distrusts foreigners. You end up with a system of government that doesn't recognize the rights of other nations, and bases its political and foreign policy on a system of disinclusion and isolationism. Depending on the leaders creating this policy, you may even end up with a conquerer's complex, because your citizens no longer fear reprisal from the people of the country they're invading. They never thought of those people as equals, so why not acquire their assets?
Of course, this assumes the country has no history of integrating immigrants and no plans to do so in the foreseeable future.
LEGAL immigrants should be integrated. And they are! It is the illegals that are causing all the problems, maybe not for you and I, but our children and grandkids will suffer from this.

you have to have multiple resources to communicate which cost money. This causes resentment when tax dollars are being spent. What makes these recent immigrants so special that they do not have to do what ALL of our ancestors had to do.
Pay immigrants to do jobs while citizens sit on thier butts.
Not just rich citizens but lots of poor citizens, being nothing but a drain on society. Unless we can find a way to make our own citizens productive we are doomed.
The problem is NOT integrating immigrants, the problem is Illegal Immigrants. 12 Million is a lot of people, and it does tax the infrastructure of any area when you have such a HUGE influx of people. That is why there are limits on how many people can immigrate here every year. NOT to keep them out, but to allow time for the country to absorb them without upsetting the balance of being able to care for all.
Look at it this way. Our country is what it is because of the Infrastructure we laid down in the mid 1900's, like the interstate system. Mexico had the same opportunity to do so, but their government didn't. Look at the difference in economy over it. WE can handle new people, but at a rate that we do not damage what we have planned for. Just a thought, we are adding about 15% more new drivers on our interstates every year with LEGAL drivers, how fast does it accelerate the need to make more roads with Illegals too? Traffic is bad enough without them, LOL. But that is just one example, This is more of a issiue of what our nation can handle than just people coming over here to work.
Legal immigrants have a desire to be here as valued citizens, and as such they have a tendency to integrate themselves.
Question the last 40-60 years and how it has personally affected you. And if by enforcing it will be beneficial as claimed or a deterrent. I personally do not think that it will do any much good then it has to date. Which being the case will only cause me to regret the outcome and divert the problem else where.
The assimilation is on the immigrants to perform not our Government ! There should not be a easy way to become a citizen to our country. One must earn it. They must want to become an American and therefore earn it. There is no free ride!

The different immigrants each integrate themselves into society. This starts at each community level, with family centers,churches and after school activities for children. Basically the best start is to show what your group can do for the community, not what the community can do for your group.

The cost could well be that one day we will have a majority of uneducated, unskilled , resentful and unhappy citizens... easy to manipulate, that might try to "strike back" with the same bitterness they had experienced... Since we weren't able to transmit them what 'RESPECT" means...
