I am a US Green Card Holder from July 2003.When I can apply for US Citizenship?

After 5 consecutive years in US, unless you are married to an American (in which case you can apply after 3 years).
To become a citizen, or to be naturalized, a person must meet certain requirements:

Be at least 18 years old.
Have lived in the U.S. as a legal resident for at least 5 years.
Be of good moral character and loyal to the U.S.
Be able to read, write, speak and understand basic English.
Have basic knowledge and understanding of the history, government structure and the Constitution of the U.S.
Be willing to take an oath of allegiance to the U.S.
Are you sure that is a real green card or you bought it from a mexican

Now you need to let us know the circumstances because if it was under a sponser such as a spouse or you are military then you can become a US citizen after three years. For all other cases it is five. If it is the later then you can apply in 2008.
After 5years of being a legal, permanent resident. In your case not until July 2008.
