I don't think it should be mandatory. Any school-age children will learn English as they go through school. Older people should be encouraged to learn English by having available and inexpensive or free classes. Immigrants shouldn't have to know the language before they get here, but they should learn it as quickly as possible after they arrive so they can have an easier time in their new home country. Why wouldn't you want to learn the language of the place you live?
I am a New Zealand national living and working in the U.K. and am considered to be from one of the least racist countries on the planet (apparently) but I can honestly say that after having flatted with two different Polish couples a lack of communication has been a constant problem and has lead to countless arguments. So in short yes, it’s a very good idea.

Intrestingly enough Australia determines whether an immigrant requires an English test based upon the passport that person holds.
You could hold a British passport and not speak a word of English, by virtue of holding a British Passport you would not have to take an English test. Wonderful system!
If the UK does implement a system of testing for English let us hope its a bit more 'smarter' than the 'brains trust' here in Australia!

I was a teacher in an inner London school where 90% of children started school with no English. You would be shocked at the millions of pounds spent catering for their extra language needs.
The problem is the parents don't speak English and when you have 50000 Bangladeshis living in East London there is no need to speak English. Go down Whitechapel market and find out.

There are two possible answers to this question: The first is to stop ALL immigration until all those that are already here can speak and understand the language properly, and of course the second is to say Yes, if they can't already speak English, then stay in their own country .

It is a good idea for them to have at least a working knowlege of the language. I am an American who lives part-time in Hungary,I do not work over here and my husband does all of the business we need done since he can speak the language. If I were to be taking a job from someone over here then I believe I should have a understanding of the language.It works both ways.
Yes it shows respect and commitment to the country you want to go and live in. I learn French for when I go on holiday there to try and fit in better! Also, millions spend on translating could then actually be put into the front line in services such as education and health.

I'm not sure what the whole situation in the UK is concerning people not knowing it, or wanting to learn it. but it would be a blessing if the US followed suit and did the same thing.
There are older immigrants who have stayed in this country for years and have no intention of ever learning the language. They should never be here unless they want learn our culture, heritage and language. We cant go to a Muslim Country and build a christian/Catholic Church. As they say a dog born in a stable can never be called a horse

Why do people answer when they have no knowledge whatever of the subject? All those applying for settlement or citizenship ALREADY have to pass English language tests. Of course this doesn't apply to EU citizens - which is lucky for the 700,000+ Brits living in Spain, who are mostly proud of not speaking Spanish.

it's a great idea, but the brits abroad are so lazy in learning other languages, i live in spain and i do try very hard with the language and get praise for trying off the spanish who are very helpful in helping you to learn which is great...
