I've rarely heard that said. However there is a long history of Mexican police and military severely abusing people they detain who have illegally entered their country. And yes in many cases it is safe to say that Mexico should be of a UN watch list for human rights abuses. If you would like to see Mexican authorities quit abusing people feel free to lodge a complaint with the UN,and they will most likely do what they have done with complaints from others,ignore them. Mexico is a corrupt and nasty little hole in the wall,but apparently they have friends in high places,and they're usually smart enough to hide their abuses well.
