What is the easy way to emmigrate to canada?

I am not going to lie to you...it is hard to get a green card to Canada and I think one of the reasons is they have the National Health plan among many other benefits. They also want to make sure before they let a person have job there that that one occupation has very limited openings since they do watch their job shortages.
Now I can give you one case and point. I have a friend who is American and he was born and raised in the US and has an American passport. Now he is engaged to a Canadian lady who lives in Canada and she has lived there all her life. She was also born there so she has a Canadian passport.
Now after the wedding, they plan to live in Canada and settle there and he is even having a hard time just to get papers even for present frequent visits and mind you this is someone who will be married to a natural born citizen there. I will also add that he has a job in the US and yet he has a hard time just to get to Canada.
