How to get US visa for my brothers wife as her husband permanently live in NY?

My younger brother is living in NY having green Card through DV 2004. Last November, 2006 he came Bangladesh to visit us. He also got marriage in February, 2007 according to our will. My brother's wife has passed Diploma in Agriculture with 1st class from Bangladesh Agriculture Institute. My brother went to NY in March, 2007. He informs us to bring his wife in NY at least after 1 and 1/2 years. Because he needs to first get his original passport & then apply for his wife. My asking is that if she wants to face US embassy in Bangladesh for visa to get admission for higher education in NY, will she avail any extra opportunity for getting visa. Please inform me how we help my brother's wife to live in NY within 6 month. Your cooperation will be highly appreciated.
