If you are renweing your passport, you must submit your old one. It will be cancelled (punched through a couple of times with a hoel punch) to show that it is no longer valid, and a new one issued. You CAN request that the ols document be returned to you - if you do not, it will be destroyed.
If you are applying for a new passport, you do NOT have to turn in your old one (it's as if you never had one at all). Usually this means if you have had one previously, it has been reported lost or stolen.
By the way - all visas are related to the passport that was in effect when they were issued; if the passport becomes invalid, so do the visas. When you receive the new passport (and had a current visa in effect on the old one), you must take both the old passport with its visa qualification and the new passport to the local authorites or consulate and get the visa information recorded in the new passport.
you do have to turn it in... unless you have mysteriously lost it and then you have to declare it was lost... you get it?

No, you will get to keep your old one, they will just punch it with a two hole paper punch for it can be visible as a cancelled passport. Many have visa stamps and other important information that is still valid.
