The EB categories are current as of July 1. Thus, if you have an approved labor certification, you can petition for the green card on July 1 if you are in the Third Preference Category. If you do not have an approved labor certification, you must either qualify under the First or Second Preference Category (in which case the backlog wouldn't have effected you anyway), or file for a labor certification.
EADs generally arrive within 90 days of filing the green card application. Most EB cases are processing in about 12 to 18 months (depending on where you live).

i have been working on my husbands green card for a while now. It is possible to get it in 2 years if you have a good lawyer and a lot of money because i will warn you it is going to cost a lot
