Why dont canadian govt accept American universities degree during immigration?

The two education systems are not the same; the terms "college" and "university" mean different things in the two countries.
Entering a country other than the one in which you were edcuated means proving that your academic achievement is up to the stadard of the nation being entered. Usually this means some sort of certification board to assess your degree (and marks) against the country's norm.
This works the same way for Canadians entering the US, by the way ... even when the Canadian school is ranked one of the top 20 in the world.
Check with the Canadian consulate.
I suspect they'd take Harvard, Yale, Stanford, Princeton.the flagship universities in any event.
Some of our 'universities' even we think are jokes. That is why the H1B idea to give 'unlimited' H1Bs here to anyone who graduates from any college here is a complete non-starter.
