you cannot get a passport if you are not a citizen.
Don't worry, the green card will get you back into America - you don't need a passport for that reason.
i am a mexican citizen with american parents/adopted. so the consulate in phila, would be for me, but it depends on your nationality and the you need to download forms or get papers from that specific.
Duh! Get it from your own country of origin!

Okay, so you already have a greencard, and I assume that you also have a passport from your country of origin. Is your own passport going to expire and you need to renew it or something? Go to your own government's website, again, I assume that they have a department that handles that where you can maybe download forms from. It can also have information about where your country's consulate offices are here in the US. Well if you are asking in behalf of other people though, it is still the same thing. Have them apply for a passport in the country where they are a citizen.

You cannot get a U.S. Passport if you are a green card holder.. Only U.S. Citizens can carry one.
As a green card holder, you are required to carry and keep up to date a valid passport issued by the country of which you are a citizen.
