The one wanting to come to the US needs the answers but maybe you are the middleman. Have the person visit the US Consulate abroad and inquire as to want is needed to get the ball rolling. I personally believe this will be more accurate than trying to figure it out online. Good Luck!
USCIS form I-129F
A passport valid for travel to the United States and with a validity date at least six months beyond the applicant's intended period of stay in the United States.
Birth certificate
Divorce or death certificate of any previous spouse for both the applicant and the petitioner
Police certificate from all places lived since age 16
Medical examination (vaccinations are optional)
Evidence of financial support (Form I-134, Affidavit of Support may be requested.)
Two Nonimmigrant Visa Applications, Form DS-156 (A Form DS-156, prepared in duplicate.)
One Nonimmigrant Fiancé(e) Visa Application, Form DS-156K
Two nonimmigrant visa photos (each two inches 50 X 50 mm square, showing full face, against a light background)

The consular officer may ask for additional information according to the circumstances of the case. Documents in foreign languages should be translated.
Take clear, legible photocopies of civil documents, such as birth and marriage certificates, to the interview. Original documents can then be returned to you.
After arriving in the USA, you must then file:

Form I-485 Application to Register Permanent Residence or to Adjust Status
Form I-864, Affidavit of Support

Last but not least: very large amounts of cash; each application comes with a non-refundable processing fee ranging from US$180 to US$425. Figure US$1000 minimum - more if you get an immigration attorney involved (US$2000 to US$5000).
all of these answers are accurate, minus one. the person who files the K1 paperwork initially is the US citizen. they must file in the US on behalf of the fiance that is coming to the US. the government here will contact the appropriate embassy office in the other country, who will in turn call in the fiance for additional meetings, filing of papers, etc..
it is said that you can do this process on your own. and that is true. i think the reason to get a lawyer would be if you have a complicated case, OR if 1,000 is worth it to you, to buy some peace of mind. sometimes in a stressful situation like this, it's nice to have someone else worrying about the details and timeline, not you. that being said...if the money is stressing you out, do it yourself. just be very detail oriented. and do it relatively soon...they cannot guarentee a timeline on this procedure, AND they are about to increase the fees, in some cases by 3 times the current amount!!
also remember, with the K1 it's easy to unknowingly not follow the law. read the details and be familiar with that the fiance can and cannot do! you want to be TOTALLY legal in this whole thing, or it could mean big trouble.
