You asked this question in immigration...but you are not asking about that situation...and I don't know anything about that anyway. At any rate, you are now in the position of being his mentor(or parent). Say whatever it takes to help him if you want to keep him. You may need to spend some money on him for clothes, healthy food, etc. If you are hiring him to save money, you won't save much money if you save him. If you are an altruistic human being trying to make a difference with the down trodden, then help him. You know what he needs.
