What is the actual cost of a passport to a citizen of Ghana?

It depends how quick you need the passport. As with a lot of things in Ghana the more you pay the quicker things happen, that's how it works with officialdom.
The official cost of a Ghanaian passport is just 50,000 cedis (about £3) but you could be waiting a month or more. There is a quicker one week service at a cost of 500,000 cedis (about £30). Passports can be applied for and picked up in person on the same day and the cost for this service is 1 million cedis (about £60). Your friend will need proof of ID and normally a medical card is accepted as proof - if he / she doesn't already have a medical card they should apply for one now.
In addition your friend will need a visa if they're entering the UK and this is issued by the British High Commission (located in Osu, Accra). A toursit, transit or student visa costs 530,000 cedis (about £31). A tourist visa is valid for 3 months.
If your friend is staing longer they'll need a 1 year visa which costs 885,000 cedis (about £52). There are also 2, 5 and 10 years visas which cost 1 million, 1.3 million and 2.2 million cedis respectively (£59 / £76 / £129).
If your friend wants to stay permenantly in the UK they'll need to apply for a settlement visa which costs 3.8 million cedis (£224) and go through the legal process of applyfing for Indefinite Leave to Stay (ILS). Applying for ILS can be expensive and time consuming.
Don't forget the airfare - at present you can fly with Ghana International Airways from Kotoka (Accra) to Gatwick (London) for £275. There are other airlines but they're more expensive.
