Which country will their Pass/NRIC starts with F in Singapore? Or it doesnt follow country or state?

I saw a few pass that starts with F. I know its a foreigner pass, just want to know which country or which section it belongs to in Singapore.

Singapore NRIC is all start with "S" or "T". Pass start with "F" (FIN = Foreign's Identification Number) are for foreigners, no particular country.

I think you refer to the worker's permit held by foreign workers in Singapore. The number always begins with F, and does not differentiate by nationality.
