If your Canadian friend married a Brit then she would need a SPOUSE visa to enter the UK and remain as a spouse. This visa gives the right to work. It would have a start and end date and would be valid for a two year period. Start dates can be set forward so as to be applicable to the proposed date of entry to the UK.
But if your friend got her visa (with a delayed start date) then pushed her travel date forward - to a time before the visa came into effect - then she could theoretically arrive as a visitor (for which she would not need a visa), then leave the UK and re-enter when the visa was in date, thus activating it and starting the 2 year Spouse probationary period.

Yeah, when you do stupid things like travelling not on the day you have scheduled, and get married while not on a spousal visa, you have to do funny tricks like that in order to stay in the country legally.
The UK and Canada have very good relations, so this may very well be the case. If she is married to someone in the UK, she may very well not need a special work permit or visa, her husband can sponsor her.
