Need your help for American B1 visa and permanent for Thais'?

My Thai wife , of two years, has a 5 year B1 visa., been too America twice Her 5 year old does not have a visa [ husband dead have doc to prove] We think we might want permanent residence for both,in America,unsure how our child will adjust we want to apply for a Bi visa for her if after time apply for a permanent residence in America we can return as often as needed How do you feel the embassy will view this and is this a good /bad idea Thank you for your help

I think the embassy will view it as an attempt to immigrate without proper immigrant visas and say no. After all, once in the US, since you are married, you could always file an I-130 and I-485 for your wife and her daughter. They would be allowed to stay and adjust status. The embassy will try to avoid this end-around.

But what the heck, the application fee is only $100. Try it and see what happens.
