First of all, we don't need a fence. People forget that fences that keep people out can also keep people in.
If we stopped giving illegals the free ride, punish the businesses that employ them with a little more firmness, and stop catering to their protests and demands, the problem would correct itself.
In other words. take the bird feeder out of the back yard, and the birds will go away.

I think the Army Corp of Engineers would be a good choice to build the fence..defend the project from destruction during construction at the same time.
Illegals would deliberately make it shoddy and weak.
