I think you may mean a Metricular (sp?) ID. This form of ID has nothing to do with being in the US legally, in fact, quite the opposite, its a form of identification issued by a Mexican consulate for an illegal to use. Some places in this country accept them as valid forms of identification in order to get a drivers license or open a bank account. Its a back door Mexico hopes will legitimize their useless exports.
