I doubt it very much. Normally a simple excuse is given by all the embassies to apply from the country of origion where the passport is issued. Can you afford to go back to India simply to apply for visa, if you can, then I am sure they cannot refuse you to enjoy your holidays if you satisfy them with your financial status, I mean, reasonable sort of bank a/c either in UK where you are studying or in India where you are from. Alternately you can try your luck, you never know, you could be lucky, what you lose? Not even visa fee, as they will advise you prior to the acceptance of your application.
And when your "visitor's visa" to the US expires, then what??

For US tourist visa, intention to return to home country is critical factor. In your case, if I were a consul, I would doubt it.
