It is not as simple as everyone here seems to think it is.
1. Ukraine has internal turmoil. Western Ukraine desires entry to the EU, Eastern Ukraine does not. It is not politically "acceptable" to the East half of the country, because the EU and Western Ukraine are "pro-Western" and "anti-Russia", while Eastern Ukraine is "pro-Russia".
2. Ukraine does not have many of the social infrastructure that is required by the EU. This includes civil rights laws, financial protections for citizens, and involvement with many of the "conventions" for the protection of rights that the EU requires.
3. Ukraine is not actively seeking admittance to the EU.
4. The EU has not invited Ukraine to join, and they see no benefit to the EU to have Ukraine be a member at this time.
Best estimates, should Ukraine decide to seek membership, and the EU decide to invite them, is 15-20 years.
EU is simple its financial what can your country contribute. They actually do take poor countries but just work longer to help build them up and get them. Thats why the euro is the strongest currency out there. They go slow and take a long view on whats best to do. Rather than the 10 trillion imaginary dollars or the artificially low chinese currency.

To put it simply, Ukraine was once a member of the Soviet Union (and that means a huge setback in many areas), the other two countries were not.
it is a strategical decision (what was above described), they take in consideration more reasons than your criteria (econimical developement), EU interest, and THEIR desire as a whole country to enter EU. For Romania almost 90% percent of the adullt population declared that want admission).
