The whole point of study visas is to allow someone to do just that - study and then return to their home country. If they qualify to stay by adjusting their status, that is fair enough. if he is a good enough student he could apply for the myriad of scholarships. go to www.ed.gov and begin there. go to www.doleta.gov maybe he can get a job and get a work permit buty ou the spouse must earn enough to sponsor him.
Unfortunately, your husband cannot stay in the U.S. The terms of his student visa require that he return home when his studies are completed. He cannot adjust status from a student visa. He must return to Jordan and you must start the immigration process from there.
In order to even qualify for a student visa, he must be able to show he has sufficient funds to pay for school. If he can't, he won't qualify for a student visa. If he's not a permanent resident or US citizen, he will not qualify for any type of financial aid or loans for school.
Also married to you does not help him, because you're not even a U.S. citizen.
