If i am residing in canada on a worker visa can i obtain a u.s visa there?

Answer:
That depends on your qualifications, profession, and education. Check www.USCIS.gov and do a search on H-1B and/or H-2B

EDIT: I assumed you meant working visa. If you mean just for a visit--sure if you can establish you are admissible and plan to leave on time. US consulates in Can. generally allow third country processing (processing of non-Canadians in Canada).
I would certainly hope not.
