Here's what you can expect..
In a couple months you'll get a letter from CIS with your case number. CIS will process the 130 and forward it to the embassy in Manila.
A couple months later your wife will get a packet of material from the embassy. She'll fill everything out and get the necessary documents from the Philippines government. She'll also take her physical exam at the St. Luke's Hospital extension clinic. Everything will be sent back to the embassy for processing.
Assuming there is no hang-up with the paperwork, a couple months later she'll be notified to make an appointment for an interview.
She will be interviewed by an American consular officer. If the consular officer believes the marriage is legitimate she'll be granted a visa. If the consular officer believes the marriage is fraudulent she'll be denied.
Remember, she has no right to a visa. It doesn't matter who she's married to. They can and do turn applicants down.
Tip- Whatever she does, don't lie. Not even a little lie. Don't submit phony paperwork. There's an entire industry in the Philippines producing and selling phony paperwork. The embassy staff has seen it all.
Ex-military? Here's something you will understand: "Hurry up and wait".
You must have also filed, I-864 affidavit of support. Now all you do is wait for uscis to to send a receipt and they will let you know the following steps and procedures.
