People who are claiming asylum usually have to report to a local immigration centre, or if there isn't one to a police station. The signing is usually weekly or monthly. All this is quite normal, and doesn't mean that they are under suspicion of anything. Once they have been accepted as a refugee, they no longer have to sign.

Any foreign (non EU) national on temporary release or temporary admission in the UK might have reporting restrictions. This might include an asylum seeker - but not a refugee (who would have lawful status and would not have a reporting restriction).
