I don't know about solve, but yes he would HELP and TRY to solve the problem to the point where it might not be a crisis.
He is against amnesty and stronger borders. I understand and sympathize with those trying to better their lives even though they do it illegally. However, the fact remains, they aren't here legally.
I think by the time he came into enough power to do so,it might be too late. I'm always hopeful though.
