What is the legal age for a filipina to come to the united states without having consent from her parents?

or the government? im being told that she cant come here until she is atleast 26 years old.and we have to take a marriage class and i have to invest money in her family and i need like 10,000 dollars.can some1 plz help me.i want to be sure on all this and have people anser who have done this b4 and know what to do.or a website i can go to,to ask these kind of questions and get more info on it.her older sister's husband is telling me this rite now.so its not her.its her sis husband.i am a legal US citizen.born in louisiana and raised there.but now im living in arizona in the phoenix area.

Title I: Article 5: Anyone over the age of 18 may freely contract marriage. Requires parental consent. If consent not given, marriage may not occur.

Title I: Article 15: Anyone between 21 and 25 must ask parental advice on marriage - but parents do not have final jurisdiction since individual is not a minor. (An unfavorable recommendation by the parents will require a 3 month waiting period before the marriage may be processed, though).

Title I: Article 16: If parental consent required for one or both parties, both individuals must go through marriage counseling (in Philipines) before marriage certificate will be issued.

Title X: Article 234: Age of majority occurs at 21, or at marriage.

Title X: Article 237: Annulment of marriage will revert minor to parental jurisdiction.

I believe the laws are similar to those in Thailand, a person must show that she is self supporting has ties to the Philippines like a home or business etc to show she has a reason to return to her home country, those are not the requirements of the Philippine government, they are the are requirements of the American Government, just to get a tourist visa. If she has worked for the bar industry forget,it she will never get one. It is said that 80% of Thai females that.to go to the US do not return to Thailand.

If she is 21 she does'nt need consent from anybody. Marriage class is for those going to be married in a catholic/church ceremony. There is no such thing as a 10K investment, what is this are they selling her for marriage to you? If I were you I will ask this girl if she wants to marry you for love or what?
