Can my someone gain US citizenship by marrying a US citizen in Mexico?

You have to file all the appropriate paperwork to first get a temporary green card. The paperwork costs about $400 to file and a few months to go through. But within a few weeks the spouse will get a temporary work permit, so I suggest if the Mexican spouse is able to get to the US during this waiting period, do so, because you are able to work and the more time you spend together before your interview, the stronger your case will be. And just a note: If your children are born in the US, they will be automatic US citizens, if they are born in Mexico, they will have to prove your citizenship and you will have to file (a small amount of) paperwork on them.

You no longer get automatic American citizenship by marrying an American. It doesn't matter where you get married, you still need to go through the process like anyone else.
Unfortunately, simply marrying an American does not make you a citizen anymore. It is not that simple. The Mexican will still have to go through the entire process like everyone else... although your children WILL be American citizens.
