Because it is actually addressed to the English speaking people. They want Americans to read it and understand them. However if Americans would talk to them, they will pretend they don't understand so they could get away from the bad things they did because of being ignorant.
We all do respect, I am from Philippines, but our country tried to educate us so we will not look stupid when we get to other countries. We also are respectful to a country we visit. I have to learn Malay when I visit Brunei to pay respect to their culture, I have to learn English to come here in respect so why can't they? Because the are criminals. They want to get away from things easily and spit on American laws.
