As a Canadian, what happens if I marry a Mexican? How can she come into canada legally?

As added information.... I've never lived in Canada, I'm Canadian born (Quebec) and have a Canadian parent. But I've lived in the US and Mexico all my life. I was looking into naturalization, and found that you don't become a Canadian just by marrying one. I read about having to be a permenant resident first. But where do I/she/we apply in order to permenantly and legally move into Canada. Thanks all for your help!

Since you are a Canadian, you can move to Canada anytime. It would probably be easiest if you move to Canada first, then have her come to Canada as a visitor. Once she's in Canada, she can marry you, then she can apply for Permenant Resident status as a spouse from within Canada.

If you get married outside of the country and apply to sponsor her while you live in the US and/or Mexico, you will have to agree to move to Canada upon receiving her PR status.

You need to apply for a fiancee visa for her (assuming she's in Mexico) in the country in which you currently reside. I'm assuming that's the USA. It's so much easier & faster to get her here & get married that way. If you marry her in Mexico the US takes up to 10 years to approve a spouse visa. Do you want to wait that long to be together? A fiancee visa takes about 90 days to approve & then she can fly here & you guys can marry. After that is the time to start working on getting to Canada.
You'll have to apply for a family class permanent residence visa OUTSIDE of Canada (on the CIC website there are forms).

You may need to prove that you are intending to return to Canada and may have to find employment and present a letter of employment to the CIC. If you do not intend to move to Canada, it appears that they will reject your application.

Your partner and you would then have to live in Canada for three years consecutively for her to be able to apply for citizenship.

There is a special process for Quebec as well, but I am not sure about it and I do not know if it will apply to your situation.

There is the other option of not mentioning your marital relations to the Canadian government and applying for a temporary visa for her. From inside Canada you can do the permanent residence visa process, which will take longer and she may have to leave the country. Another option is that she gets a student visa, allowing her to also work with some restrictions and study. During that time you can apply for a permanent residence visa.

If the Canadian government knows that you are already married (and if you have kids, this will complicate things further) then you may have a really difficult time getting her into Canada.
