Permanent residents travelling between USA and Canada?

Why do Canada permanent residents need a visa to visit USA, however US permanent residents can enter canada with just a greencard? or do I have incorrect information?

Answer:
My parents are US citizens with permanent residence in Canada. They travel freely between countries, providing only their permanent residence card going into Canada and their birth certificates returning to the USA. They have now gotten their US passports because soon everyone will require passports to enter into the USA by personal car over the land border.
If you are only a green card holder/permanent resident, you must get a visa for either country if your country of origin requires it. It is the same for each country. I hope this makes sense.
