It means that the process is long and takes time. It's not that they "can't" it's that they it'll be a while. And if you've filed for papers, you are not illegal, you are just not legal yet... ok I know it sounds stupid, but there is a difference between someone who snuck across the border and never filed papers, and those who try to come across the right way and get hung up in the system. They aren't deporting you because you are not illegal or ICE would send you packin'.

The ninth circuit court is the court of appeals. My jurisprudence is rusty, but as I recall, no legal action may be taken while a case is in the court of appeals. Basically...wait for a decision from the ninth circuit court.

I don't see how it is confusing at all. It means that you are here ILLEGALLY and that makes you a criminal for breaking the law. It also means that you must go back to where ever you came from.

For whatever reason, it sounds like your case is before the federal court and is now out of the hands of the immigration service. Most likely your attorney appealed a negative decision to the court or filed an independent action (like a mandamus action) to force USCIS to do something. You should ask your attorney for an explanation. If you don't have an attorney, then you should follow up with USCIS because cases don't just go to federal court on their own.
You should make a appointment to your local ins.services to talk to a imm.officer.or call the number that appears in your resent documents.
