Costa Rica is almost the best place to live in the world. It has the most stable government, the best climate, the most ecology based development, very low population density, two oceans, no wars, and a very tolerant populace. Average temperature between 70 and 80 degrees.
Watch for tourists though...

It's still the third world, but it does have its benefits. Enjoyed my visit but don't think I could live there.
Costa Rica, has both a shoreline and a mountain range. It is one of the best counties in South American. It is the only country in South American that does not have a standing army. Good luck, it sounds like a great choice.
YES! Me and my hubby are looking into retiring there or Belize..But Costa Rica is BEAUTIFUL and property values are very affordable for now.
