Have your mother in law go to the american embassy in Mexico and request a tourist visa which would allow her to travel to the United States and stay for a short period of time. Don't buy her a plane ticket until she has the visa.
flying is perfectly safe. No need to worry so much, you're jsut allowing the government and terrorists to control you through your fear of flying!
Seriously, why the mother-in-law? Most of us want to be as far away as possible from those women as possible! LOL!

Since the added scrutiny of visa requests since 9/11 and the current "immigration" furor, it might be a lengthy process.
Please, PLEASE don't take this personally, but the 9/11 attacks are long gone! I have been on about five to eight planes since then, and I'm ten! Although I respect your cautiousness, there isn't a very good chance it's going to happen again.

Try taking a bus to visit her. Because there are so many illegals from Mexico tourist visas are hard to come by (unless she's rich)
