Answer:
Usually they get a second passport if they have dual citizenship or work in government and are required to travel overseas for official/diplomatic reasons (eg the American soldiers in Iraq would qualify but would be unable to use official/diplomatic passports for vacations with their family).
Edited to add: I thought I recognised this username. What is with you and your lazy behind that feels the need for a second passport or dual citizenship. I saw your previous questions such as (Which countries offer instant citizenship to males who marry their woman?). You want a second passport/dual citizenship, then you either have the bloodlines for it or do it the hard way. For what it's worth I have never been more glad of having my email contact off now than I ever have been (otherwise I'd be dealing with prats like you).

Noi don't think so many people require multiple passports because they travel often and no longer have space for the stamps/attachments etc...

If an American citizen is also legally citizen of another Country then yes, however Americans who are Dual citizens are required to use only the U.S. Passport to exit and enter the United States.
A passport is like a driver's license. You apply for it and the U.S. Government issues one to you. No, you can't apply for more than one driver's license in your state.
Issuing multiple passports would open the floodgates to fraud.
