well it depends if he has priors and convictions then he cant come to Canada , but if you have no record then go visit the USA , there is no easy way unless you are going to sneak across, which may land him in prison , so if he has no record and has a few bucks then he will have no problem getting into Canada.
there is not much you can do but apply legally and be patient.
If you sponsor him it should take little time, assuming he has a
clean record and has a clean bill of health.
If he can't enter Canada to marry you, then you'll have to go to his country and marry him. Then you'll have to return to Canada alone and he'll have to apply for Canadian Permenant Resident status from his home country.
