For the US Visa, i think she's right...but when it comes to the hospital fees, it ain't right to have $1600.00 unless if her daughter is totally ill, but i don't think fees should go like that and antibiotics costing $1800.00... if she's really telling the truth, ask her about the doctor's prescription, including the current status of her daughter, then on the prescription, ask the attending doctor to sign it, and write the costs. For a child's medicine, i think it shouldn't go beyond 3000php...so it is less than $1600-1800.

I'd say she's scamming, but the amout of money seems right for antibiotics and the hospital visit if she doesn't have insurance...do not send her any money, find someone else who lives in the US and isn't trying to use you...
The problem is that you donot personally know the girl in the Philippines yet that is why you are so hesitant to help her. I am not surprised because im a Filipino too, just like you said there are many scam/scam artist in the Philippines. Just watching our own channel with the news every day there are people shot, rob, killed etc...foreigners and locals alike. If I were you I should have done a background check on her family with the help of some PI in the Philippines, instead of just thinking about it.
Yes definitely the hospital bills in the Philippines are so expensive, there you should not get sick at all. The best wish is to die early than to go hospitals. Instead of judging her yet if her story is true or not, telling yourself that she is a scam artist, why not hire PI just like I told you here and if the report tells you otherwise then you have the option to quit but if what you think for her is wrong, then you could probably amend and talk to her over the phone.
The question: "do the hospitals help children in need?" The answer to that is NO! I assume you are referring to the gov't hospital here, the government has no fund anymore or even health insurance is under fire in the Philippines. The truth is much too deep to dig here in your case, that is why we are called the THIRD WORLD country for nothing. Because we are a poor country. If only you could visit our place, you see so much beggars on the street, street children sleeping on the side walk, at night it is another story, you could lose your life.
If you really like her then personally go to PI and check her out. I think that is the best you could do. wowoweeeee.
In public hospitals the patients are given prescriptions that they have to fill themselves, and pay for themselves, at the hospital pharmacy.
In private hospitals the drugs are administered as a part of the admission and treatment. Of course, in private hospitals it's required that you put up a deposit BEFORE they admit the patient for treatment. If the deposit runs low you are required to put up additional money.
Of course you are being scammed. You could get a kidney transplant in a Philippine hospital for $6,000. This person is lying to you. But hey, don't believe me, here's some reading for you..
