Why do you think this is?
NEW YORK (Reuters) - Californians idle in the nation's worst traffic jams on interstates surrounding major metropolitan areas but they are far from alone -- 52 percent of these urban stretches of highways are congested, according to a new study released on Thursday.

Drivers in four lucky states enjoyed zero congestion: Montana, North Dakota, South Dakota and Wyoming.
But one Midwestern state, Minnesota, and two East Coast states nearly matched California's sorry showing.
Answer:
California is reaping what it has sown !
Its population and most of the highway systems in populated areas were built when these numbers weren't even imaginable never mind expected. What I think is strange though is that Montana is one of the Zero congestion states yet if you read the whole article they are number one in fatalities per 100 million miles driven.
In Minnesota, 50 percent of the population lives in Minneapolis. And yes, it is very congested. The northern half of the state would be something like North Dakota in population dispersion.
California is just one big parking lot
