I would file now. The process can take a year, year and a half.
Once you get the Visa, it gets activated at a POE- Port of Entry. You can hold off going through the POE until you are ready to move permanently.
As far as travelling, be honest with the Border Patrol, bring copies of all paperwork filed, bring ties to your Country- letter from employer, rent or mortgage payments, car payments, things that prove you have reason to return to your Country. It is still up to them to let you enter the US, but if you have good ties, you should be fine.
I-130 takes about 2-3 months for approval. Once u have that done your spouse will mail another form to the National Visa Center, they will have a visa number available for you and then u send for I-485 to adjust to a permanent resident. You don't need to apply for work permit, cause u r moving until 2009. If everything is legit, you should have your "green card" within 9-12 months.
