Yahoo is very liberal, in case you haven't noticed. They've gotta be politically correct, god forbid they should offend illegal aliens.
They are trying to be too PC and minimize the illegality of entering our country illegally. They aren't migrants, they are trespassers. Illegal aliens should be deported, the border security tightened further. Only legal immigrants should receive any honor or rewards.
it's called political correctness, and it's a compromise used to avoid having to publicly take a stand on the issue. by using this phrase, yahoo is attempting to avoid upsetting anyone, and still report the situation from a firmly neutral position. (though, actually, it's not as neutral as it might be, and seems to support the whole amnesty crowd)
