From the N-400 instructions: "If on the date of your examination you are more than 50 years of age and
have been a lawful permanent resident for 20 years or more, or you are 55 years of age
and have been a lawful permanent resident for at least 15 years, you will be exempt from
the English language requirements of the law. If you are exempt, you may take the
examination in any language you wish."

You are asking if there is some waiver for someone in their 70's (age) who doesn't speak English that will help them become a citizen?
Well I think that would depend on if they have someone here who is a citizen who is taking care of them. Americans aren't so heartless as to boot helpless people out and away from their caregivers.
at that point, unless it was to get medical coverage, i would not care, you're already done by then.
