I assume you're talking about along the US-Mexico border? It doesn't have the water resources to support that much of a population.
As for policing the border themselves, you're going to authorize vigilantes?
I have a better idea. Lets just cut the nation in half, democrats rule the north and republicans the south. Libetarians will be deported to Hong Kong.
Not a bad idea. Especially if you throw in mins (Mineral Rights) and excluded large corporations from snagging the land.
The quickest way to fix the Mexican invasion? Throw about 50 CEOs, of companies caught hiring Mexicans, in prison for violation of Rico Statutes. Give them 5 years - TO DO - and America would witness 12,000,000 unemployeed Mexican heading South . . . using their own gas to do it.
