You probably can't get all the paperwork processed by the end of summer but it wouldn't hurt to try.
Read the "Guide to Naturalization". See the first link in the reference cited below. It will explain residency requirements and such.
By going to the second link and selecting the district office that has jurisdiction over where you live you can check the date of applications being processed now. For example, the Spokane, WA field office is processing N-400 applications receipted July 21,2006. I plugged in several offices and everyone seems to be around the same date.

the law is you should have at least 5-6 years from the date of legal permanent residence before you can apply for US citizenship...
If you are a Cuban I believe is almost automatic.

Well, basically how ever long it takes you to make it across the border, whether it's jumping a fence or swimming across the Rio Grande. You may even get to go testify against a Border Patrol agent and have him thrown in jail if he yells at you and hurts your feelings.
