I am a permanent resident. Can I bring my mother to USA for Familiar Reunification ?

You can't petition for a parent until you are a U.S. citizen. It will be an immediate relative, which means no wait for a visa to become available.
This is assuming you did not enter as a refugee. If you did, you may want to have a refugee organization evaluate your eligibility under the many country-specific refugee family reunification programs.
Can't u 'reunify' in the country u came from? Why MUST u reunify here in the states, and is 'reunify' code speak for u want ur mother to also have legal status here in the states?

If you haven't recieved the American Passport then not yet, but if you do have a perminant residency you could apply for your parents and sisters and brother that are not married yet, although the waiting time shall be between 6 to 8 years but with a good newyork lawyer you'll get them into the states within 3 good years...

As for who ever tells you to go and reunite in your mother country then he is either a native american or another alien who decided to come to the states wether him or his parents and settle here for a better life. Hope it works out with you
