First, as you're aware, of course the I-129f can be used for a spouse seeking a K-3 visa.
Second, have you contacted a congressional representative to help ferry this through? Go to www.aila.org. On lefthand side of screen, enter your husband's HOMETOWN zipcode. Click Go. This will bring up all of his congressional reps. Your husband can email the rep's local (i.e. the hometown in district) office--ask for the contact infor of the Immigration Caseworker in the local office. They will likely want the case number, your date of birth, and a short summary of the situation.
Sorry, there's no such thing as "expediting" for a K-1 or a K-3 visa. Each petition is serviced in the order in which it is received.
There used to be a program for certain work visas that allowed the visa to be expedited for a fee of $1,000.
Why did you file an I-129F if you are already married?

The expediting used to take just a few days but inasmuch as the US Passport Agency has been overwhelmed, your chances of getting more favorable treatment is slim to none.
Persons who paid for expedited service weeks ago are still waiting for their passports.
