If he was born in an American military hospital, and his father is American, he is an American. And he has an American birth certificate.
All he needs is a passport and he can come to America. He might what to check with the US Embassy in Germany first, though. I don't know what German law says about this.
This is not the place to ask this question and get a legitimate answer. Your cousin needs to go to the American Consulate with his documentation and have them review his case. The Consulate can give him the answer to any and all of his questions. At the time of his birth he was indeed an American citizen. My daughter was born under the same circumstances. However if he has never had a passport or lived in the U.S. there could be a problem. There is a provision where a child has to decide after their 18th birthday which country they want to be a citizen of. You ask if he can denounce his German citizenship so I assume that he made a decision somewhere along the line. Again the Consulate is the only place to truly get the answers and find out what, if any, his options are.
