And if so, could you "pass it on" to your children and grandchildren as well?

if your mother "was" French then it is too late, as she needs to be alive to sponsor you in order for you to be French and she needs to do it before you turn 18, date of French majority.
If that hasn't been done, then it is too late, especially if you never or very little lived in France.
