Understand, you can't "send" a visa to anyone, anywhere. It's up to the applicant (your friend) to fill out and submit the application with the $100 fee. Your friend will be interviewed by an American consular officer at a US embassy or consulate.
It's entirely up to your friend to prove to the consular officer that he/she will depart the USA and return when the visit is finished. This is the law. American law says that every applicant is to be treated as an intended immigrant until the applicant proves otherwise.

I don't think you can send somebody a visa to come visit you here. it's not like sending a plane ticket. The person would have to go to the U.S. embassy in their country and apply for a visa to come here.
if he /she can not travel with the waiver he / she need to print that out and conntact the us -embassy in his /her country .
