In order for illegal aliens to be arrested they have to be caught in the act of commiting a crime (besides just being present). I am able to have them taken into custody because I have property on the border, and illegals must committ vandalism to trespass through my property. Call the ICE as suggested above, and don't tell them that your suspicion is based on appearance or lack of English, otherwise nothing will happen.
First of all you must know their name, their address, and you must explain how you know the person is illegally here and then you can't have them arrested because local police do not take up the business of immigration. Second of all I find it a wonder how you know they are illegally here. I speak Spanish and my family has been here since before any white person sat foot on this continent so I am obviously a US citizen and so were my ancestors before me.
